Prime Minister Jeremiah Manele says no Special Economic Zone will be established without the informed consent of landowners and active consultation with affected communities.

He told journalists today that local engagement is essential to the integrity and success of this approach.

Maenele said the passage of the Special Economic Zones Bill represents an important step forward in our collective efforts to strengthen and diversify the national economy. He adds the legislation establishes a legal and policy framework for creating Special Economic Zones—geographically defined areas where businesses may operate under targeted, more enabling regulations.

“The objective is to encourage investment, create employment, and stimulate economic activity, particularly in regions that have long faced structural barriers to growth.  This initiative is not about quick fixes. It is about laying the groundwork for inclusive, regionally balanced development over the long term,” said the PM following the passage of the bill last week.

In practical terms, Manele states this means that both domestic and international investors will benefit from greater clarity and predictability in the rules that govern operations within these zones.

Landowners, skilled workers, and small businesses may also find new opportunities to participate in economic activity under this model, he adds.

He says with the Bill now passed by Parliament, “we turn our focus to implementation.”

“This will involve the formal establishment of the SEZ Authority, which will be tasked with oversight and coordination. Work will also begin with developing the necessary regulations to ensure transparency, investor confidence, and accountability,” said the prime minister.

He also thanked all Members of Parliament who supported the Bill, as well as the Ministry of Commerce, the Attorney General’s Chambers, and the Bills and Legislation Committee for their diligent and constructive work.

“We are not claiming this legislation as a solution to all our challenges—but it is a responsible and strategic step in the right direction,” says Manele.
