MEHRD successfully conducts consultations on the Mid-Term Review in Malaita & Central

A team from the Ministry of Education and Human Resources Development (MEHRD) has successfully conducted a mid-term review of the National Education Action Plan (NEAP) 2022-2026 in Auki, Malaita province and Tulagi in Central province.

The review was conducted concurrently in Auki from Wednesday 23rd -Thursday 24th  and in Tulagi from Thursday 24th -Friday 25th October to assess the effectiveness and efficiency of the implementation of the NEAP 2022-2026.

The review focuses on evaluating the progress in achieving the three intermediate goals of the NEAP and their corresponding priorities:

  • Achievement of equitable access to education

  • Improvement in the quality of education

  • Efficient and effective management and monitoring of resources.

Participants who attended the two-day mid-term review include education providers, provincial executives, school board, school leaders, ECE supervisors and non-government organization (NGOs) representatives.

In Malaita province, the NEAP consultation review team was led by Manager Planning, Richard Adomana, supported by Manager School Services, Gladys Siale, Manager Information Communication Technology, Peter Suiramo, Registration Officer, Loke Sorengana and Charles Kadamana, Manager Communication.

In Central province, the NEAP consultation review team was led by Manager Teacher Training Development Division, Charles Rouikera, supported by Chief Education Officer Secondary, Robert Peupelu, Chief Research Coordinator, Judith Pule, Program Developer Strategic Division, Unity Iko and John Toeagala, Manager Grants.

The two-days mid-term review has provided an opportunity for the participants as front line implementor of the NEAP to reflect, analyse, provide feedback, recommendations and identify opportunities to improve implementation of the NEAP onwards until 2026.

Some of the reflections and feedback highlighted include; improvement of teacher management, strengthening financial and grant management, increase school grants, proper coordination between MEHRD, Provincial Education Provider Office and Provincial Education Coordination Office.

The participants acknowledged the review and stressed the importance of aligning their provincial and school education plans to the NEAP. They also requested increased support from MEHRD in terms of translation of the plan into activities they can identify and implement at the education provider or school level. It was suggested that MEHRD should provide additional resources to the education providers and schools to fund their planned activities.

NEAP 2022-2026 is the second of three plans intended to achieve our education system’s goals as outlined in the Education Strategic Framework (2016-2030).

The Ministry has made significant achievements in the period 2016 to 2023. One of these is the passing of the Education Act 2023 after 10 years of extensive work and consultations since 2014.

MEHRD has already conducted the external consultation of the NEAP with representatives of different stakeholders within the Honiara City on Friday 18th October 2024.

Following the consultation review in the provinces, a National Consultation will be organized in Honiara and will involve donor partners, provincial representatives, Non-Government Organizations (NGOs) and relevant stakeholders who were not consulted during the recent reviews.
